If you've ever flipped over a power brick, you'll be familiar with the hieroglyphics of type approval. It's become less crazy over the years as things have got smaller and signage requirements softened, but at its peak tens of logos and acronyms of testing labs and national approvals covered the backside of PSUs in surrealist graffiti.

Wird das alleine reichen, um die ersehnte digitale Souveränität zu erreichen? Natürlich nicht! Dafür benötigt es wesentlich mehr, allen voran den Aufbau der gesamten Server-Infrastruktur, um nicht länger von US-Cloud-Lösungen abhängig zu sein. Das übrigens nicht nur für die öffentliche Verwaltung, sondern auch für die Entwicklungs-Infrastruktur – immerhin ist selbst in der Open-Source-Welt noch immer vieles von Github abhängig, das unter der vollständigen Kontrolle von Microsoft steht.

All das wird aber wesentlich länger dauern. Die starke Finanzierung von Open-Source-Projekten kann man hingegen umgehend angehen und damit auch die Grundlagen für eine wirklich souveräne Digitalzukunft legen. Der beste Zeitpunkt für all das wäre vor 30 Jahren gewesen. Der zweitbeste ist: Jetzt!

Viele Unternehmen wollen oder müssen aufgrund regulatorischer Anforderungen ihre Resilienz und Unabhängigkeit stärken und wünschen sich die Hoheit über ihre Daten. Red Hat hat jetzt ein Open-Source-Tool entwickelt, das bei der Bestandsaufnahme und der Ausleuchtung von Optionen helfen soll.

US-Präsident Donald Trump hat gestern angekündigt, die meisten Dekrete seines Vorgängers Joe Biden aufzuheben. 92 Prozent dieser Dekrete seien mit dem Autopen – einer mechanischen Signaturhilfe – unterzeichnet worden, behauptete Trump einmal mehr in einem Post auf seiner Plattform Truth Social, ohne einen Beleg für seine Behauptung zu nennen. Um welche Dekrete es geht, blieb offen.

But there's another reason to get shut of Visa/Mastercard: Trump controls them. He can order them to cut off payment processing for any individual or institution that displeases him. He's already done this to punish the International Criminal Court for issuing a genocide arrest warrant for Benjamin Netanyahu, and against a Brazilian judge for finding against the criminal dictator Jair Bolsonaro (Trump also threatened to have the judge in Bolsonaro's case assassinated). What's more, Visa/Mastercard have a record of billions (trillions?) of retail transactions taking place between non-Americans, which Trump's officials can access for surveillance purposes, or just to conduct commercial espionage to benefit American firms as a loyalty bonus for the companies that buy the most $TRUMP coins.

Switzerland’s military has terminated its contract with Palantir Technologies Inc. following a security audit. The review concluded that U.S. intelligence agencies could potentially access sensitive Swiss defense data, a deal-breaker for the neutrality-focused Alpine nation.

The Danish report does not suggest that open technologies are a panacea, nor that organisational change is cost-free. Its cautious treatment of skills, security and governance is well founded, but it is not specific to open source. These considerations apply to all software, whether proprietary or open.

OSPOs provide a practical way to address these challenges systematically. By embedding skills, governance and reuse into a standing organisational mandate, OSPOs raise the maturity of how public administrations engage with software overall, regardless of licensing model. Through this shift, the public sector can move from being a passive consumer of digital products to an active, informed user and steward of digital systems.

For policymakers in Brussels, the takeaway should be that achieving all competitiveness and sovereignty does not require trade-offs, if Europe builds its public sector digital strategy on open source. Without the systematic consideration of open source technologies, public spending forgoes a proven lever for achieving digital sovereignty and competitiveness.

EU-Abgeordnete skizzieren einen Kurswechsel in der Digitalpolitik. Sie verlangen Unabhängigkeit von US-Infrastrukturen sowie mehr heimische KI und Open Source.

Angesichts wachsender Bedenken hinsichtlich einer übermäßigen Abhängigkeit Europas von US-amerikanischen Tech-Giganten hat eine fraktionsübergreifende Gruppe von Abgeordneten die Verwaltung und die Spitze des EU-Parlaments mit Nachdruck aufgefordert, sich von der internen Nutzung von Microsoft-Software wie dem in der Kammer aktuell noch allgegenwärtigen cloudbasierten Office-Paket 365 zu verabschieden. Stattdessen sollen europäische Alternativen eingeführt werden.

The Trump administration has been heavily invested in consolidating all of the government’s information into a single searchable, or perhaps AI-queryable, super database. The compiling of all of this information is being done with the dubious justification of efficiency and modernization–however, in many cases, this information was originally siloed for important reasons: to protect your privacy, to prevent different branches of government from using sensitive data to punish or harass you, and to perserve the trust in and legitimacy of important civic institutions.

The tender, published a day earlier by the Commission’s IT department DG DIGIT, introduces a new “sovereignty score” formula to assess cloud providers’ compliance with EU rules. The score weighs multiple factors, including whether services are hosted within EU jurisdiction, exposed to foreign laws such as the US Cloud Act, or able to maintain operations in the event of foreign sanctions.

Jetzt schnappt die Falle zu. Jahr um Jahr haben Technologieexperten und Datenschützer die Bundesregierung, die EU-Kommission, europäische Unternehmen und Millionen private Internetnutzer gewarnt: Sich in der Informationstechnologie von großen US-Konzernen abhängig zu machen, ist bequem, aber gefährlich. Jeder konnte das wissen und entsprechend handeln.

Doch die Bequemlichkeit siegte. Vermeintlich kostenlose Produkte, fest eingespielte Routinen, bekannte Marken, auf Sucht getrimmte Algorithmen, technologische Vorsprünge – all das wirkte dabei zusammen, dass heute mehr als zwei Drittel der digitalen Dienstleistungen in der EU in Wahrheit in den USA erbracht werden. Google, Meta, Microsoft, Amazons Cloudservice AWS und OpenAI haben unser Leben fest im Griff.

Teil dieser Sorglosigkeit war auch der Glaube, dass die US-Konzerne nach dem Ende der Trump-Regierung wieder zu verlässlichen Partnern werden. Wie sonst ist es zu erklären, dass die Bundesregierung weiter Mitteilungen über die Plattform X veröffentlicht, obwohl diese einem bekennenden Gegner des deutschen Rechtsstaats gehört, und das mit unserer digitalen Integrität betraute Bundesamt für Sicherheit in der Informationstechnologie erst vor kurzem einen Kooperationsvertrag mit Google über eine Cloud-Lösung „für sichere Cloud-Lösungen in der öffentlichen Verwaltung“ abschloss? Auch dass der Bundesinnenminister ernsthaft darüber nachdenkt, Software der engstens mit Trump und den US-Geheimdiensten verflochtenen Überwachungsfirma Palantir einzusetzen, spricht Bände.
